EXA Congratulates Thales Canada on the TCRS Contract Award
The EXA Consulting Group (EXA) congratulates Thales Canada on its recent contract award for the $186M Tactical Control Radar (TCR) System. The TCR system comprises three Lockheed Martin radars. The Canadian Armed Forces (CAF) will deploy two radars to replace the aging systems in 4 Wing, Cold Lake, Alberta, and 3 Wing, Bagotville, Quebec, and the CAF will deploy the third TCR when and where it requires.
The TCR program includes two contracts: an acquisition contract for $154M, and a 5-year in-service support (ISS) contract for $32M, plus two one-year ISS contract options. The contracts also include Industrial and Technological Benefit and Value Proposition (ITB/VP) obligations. Thales Canada won both contracts through the submission of one combined bid.
Thales Canada engaged EXA to support the bid. The 8-person EXA team provided strategic support, Black Hat Review support, proposal leadership and coordination, solution analysis, and proposal writing and editing. EXA worked with both Thales and its radar supplier, Lockheed Martin, to support the bid. “Although this was not our largest bid effort,” Alex McPhail, President of EXA explained, “it was challenging from a proposal risk management perspective because there were really two separate RFPs – an acquisition and an ISS RFP – and they were deeply intertwined. Our unique Proposal Data Requirement List (PDRL) tool was instrumental in tracking the cross-referenced requirement risks.”
