EXA is excited to announce our collaboration with Carleton University Canadian Defence and Security Network - Réseau Canadien Sur La Défense et la Sécurité (CDSN-RCDS) on the Defence Agile Procurement Insights and Analysis project through the Department of National Defence/Ministère de la défense nationale MINDS program.

As capture and proposal experts as well as industry stakeholders, we look forward to engaging with the broader Canadian defence community to establish a clearer understanding of Agile Procurement in the defence sector.

The Defence Agile Procurement Insights and Analysis (DAPIA) project is an initiative led by researchers from the Canadian Defence and Security Network (CDSN) at Carleton University in collaboration with The EXA Consulting Group to enhance the Department of National Defence’s (DND) and Canadian Armed Forces’ (CAF) ability to procure advanced solutions more effectively through agile procurement. Under contract to DND through a Mobilizing Insights in Defence and Security (MINDS) targeted engagement grant, DAPIA seeks to establish a clearer understanding in agile procurement within the Canadian defence procurement community.

DAPIA will proceed in four phases:

1.    DAPIA will interview defence procurement experts in Canada and its allies, as well as representatives from industry, to gather relevant and meaningful information, lessons learned, and best practices in agile procurement.  

2.    Next DAPIA will identify and catalog the challenges and gaps Canada faces in implementing agile procurement in the defence sector. As part of this process, DAPIA will review its findings with the DND and CAF and seek their input to prioritize objectives that will maximize the likelihood of accomplishing realistic and concrete outcomes.

3.    DAPIA will convene a symposium in Ottawa in 2025 to present its findings to stakeholders.

4.    DAPIA will brief DND/CAF on the results and DAPIA will publish a public report on implementing agile procurement in the acquisition of rapidly changing technologies.

Throughout the project, DAPIA will identify means to maximize opportunities for Black andIndigenous owned or led businesses in agile defence procurement.

DAPIA is a CDSN (Carleton) led MINDS project in collaboration with The EXA Consulting Group(EXA). Philippe Lagassé is an Associate Professor and the Barton Chair at the Norman Paterson School of International Affairs, Carleton University and a CDSN co-director. Alex McPhail is EXA’s President and author of Win Big The EXA Way – The Comprehensive Guide to Capture and Proposal Leadership. Philippe Lagassé and Alex McPhail will collectively oversee the DAPIA project.
